Beyond Toxics is a statewide environmental justice nonprofit based in Eugene, Oregon, working to build community-driven solutions for clean air, safe water, and healthy, resilient communities.

The Role

The Program Director provides strategic leadership and operational oversight for Beyond Toxics’ full environmental justice program portfolio. Reporting to the Executive Director, this role supervises program staff, ensures alignment with grant and organizational goals, and represents the organization in coalitions, partnerships, and policy spaces at local and state levels.

This is a full-time, exempt, hybrid position based in Eugene, Oregon.

Key Responsibilities

Program Strategy and Oversight

  • Lead strategic planning, implementation, and evaluation of all program activities
  • Maintain a strong policy and advocacy presence at local and state levels
  • Ensure programs meet grant deliverables and organizational objectives
  • Develop and track program budgets in coordination with the Executive Director
  • Contribute to grant proposals, reports, and funding compliance
  • Identify opportunities to strengthen program impact through continuous feedback and improvement
  • Collaborate closely with HR, Communications, and Development teams for cross-departmental coordination

Staff Supervision and Development

  • Directly supervise five bargaining unit program staff across organizing, policy, technical, and education roles
  • Provide regular supervision, performance feedback, and professional development support
  • Foster a supportive, accountable, and collaborative team culture with strong work-life balance
  • Partner with the Executive Director and HR Manager on hiring, onboarding, and personnel processes in a unionized environment

Coalition and External Relations

  • Represent Beyond Toxics in coalitions, partnerships, stakeholder groups, and state legislative and rulemaking spaces
  • Build and maintain strong relationships with community partners, government agencies, funders, and allied organizations
  • Serve as an organizational spokesperson in community and public settings when needed

Organizational Leadership

  • Participate actively on the leadership team and contribute to organizational culture-building
  • Support strategic and annual planning with the Executive Director
  • Uphold and model organizational values in all aspects of leadership

Requirements

  • Bachelor’s degree in environmental studies, public policy, public health, social sciences, or related field, or equivalent experience
  • At least 5 years of nonprofit program management experience in environmental justice, advocacy, or community organizing
  • Demonstrated experience supervising staff or managing teams and projects
  • Strong project management skills and ability to manage multiple priorities
  • Experience managing grant-funded programs and reporting requirements
  • Coalition-building and partnership experience

Preferred

  • Master’s degree in a related field or equivalent experience
  • Experience in a unionized work environment
  • Local and state policy and advocacy expertise
  • Familiarity with Beyond Toxics program areas
  • Bilingual English/Spanish skills

Work Environment and Physical Requirements

  • Hybrid schedule: typically three days in office and two days remote
  • Office located in Eugene, Oregon with open, collaborative workspace
  • Prolonged desk and computer work
  • Ability to lift up to 35 pounds occasionally
  • Occasional travel (less than 20%) for meetings and trainings
