The Role

The Clean Air Fund is seeking a Breathe London Portfolio Manager to lead the delivery of projects within the Breathe London programme. This exciting fixed-term opportunity offers the chance to work at the heart of one of London’s most high-profile environmental initiatives, collaborating with partners including the Greater London Authority, Bloomberg Philanthropies, and a range of stakeholders across the city.

The successful candidate will oversee the scoping, implementation, monitoring, and evaluation of Breathe London projects while ensuring that lessons learned are captured and shared across the wider Breathe Cities network. The role will also contribute to broader Clean Air Fund initiatives and grant activities as required.

Key Responsibilities

Programme and Project Management

  • Lead the planning, delivery, monitoring, and evaluation of all Breathe London projects.
  • Track progress against objectives and ensure activities remain aligned with programme goals.
  • Identify risks and opportunities and implement solutions to support successful delivery.
  • Support wider Clean Air Fund programmes and grants when required.

Stakeholder Engagement and Collaboration

  • Work closely with the Greater London Authority, Bloomberg Philanthropies, and other key partners.
  • Build and maintain strong relationships with city governments, civil society organisations, and programme stakeholders.
  • Facilitate collaboration and information sharing across the Breathe Cities programme.
  • Represent the programme in discussions with internal and external audiences.

Learning and Strategic Impact

  • Capture, document, and disseminate lessons learned from programme implementation.
  • Translate programme experiences into practical learning resources for diverse audiences.
  • Contribute to strategic thinking and the development of approaches that maximise impact.
  • Support the sharing of best practices across the global Breathe Cities network.

Requirements

  • Experience in project, programme, or grant management.
  • Experience working on air quality initiatives or related areas such as data, community engagement, campaigns, or city governance.
  • Strong understanding of London’s political, social, and economic landscape and its role as a major global city.
  • Demonstrated ability to think strategically and remain focused on achieving outcomes.
  • Experience designing and implementing strategies that address complex challenges.
  • Ability to communicate programme insights clearly and effectively to a range of audiences.
  • Experience in financial management, including reviewing and monitoring grant budgets.
  • Excellent written and verbal communication skills in English.
  • Strong organisational, analytical, and relationship-building abilities.
