The Hubert H. Humphrey Fellowship Program 2026 is a fully funded, non-degree professional exchange program for accomplished mid-career professionals from Pakistan. The fellowship enables participants to undertake graduate-level academic study and professional development in the United States for 10 to 12 months, strengthening leadership capacity while fostering mutual understanding between Pakistan and the United States.

The program is administered in Pakistan by the United States Educational Foundation in Pakistan (USEFP). It honors the legacy of former U.S. Vice President Hubert H. Humphrey and focuses on building long-term professional partnerships between leaders in Pakistan and institutions in the United States.
The fellowship is not a degree program. Instead, it combines academic coursework at selected U.S. universities with tailored professional experiences, including internships, workshops, conferences, and field visits relevant to each fellow’s professional background.
Funding Size
The fellowship is fully funded and typically covers:
• Full tuition and university fees
• Monthly living stipend and settling-in allowance
• Round-trip international airfare
• Health insurance coverage
• Textbooks and academic materials
• A one-time computer allowance
• Professional development and field experience costs
Who Can Apply
Applicants must meet the following eligibility requirements:
• Be a citizen of Pakistan and currently residing and working in Pakistan
• Have 8 to 18 years of progressively responsible professional experience, preferably in leadership or managerial roles
• Possess at least 16 years of formal education (a four-year bachelor’s degree or equivalent)
• Demonstrate strong leadership qualities and commitment to public service
• Show high proficiency in spoken and written English and submit approved English test scores
• Have limited or no recent experience living, studying, or working in the United States
• Not hold dual U.S.–Pakistan citizenship
• Not be an employee of the Fulbright organization or the U.S. Department of State
• Provide assurance of returning to Pakistan immediately after the fellowship to contribute to national development
Geographic eligibility
Only Pakistani citizens residing and working in Pakistan at the time of application are eligible.
