The Informal Groups Support Program 2026 is a national initiative that supports spontaneous, unregistered groups of citizens who come together to solve local challenges at the community level. It operates with the support of the Belgrade Open School and national partners, with backing from the Delegation of the European Union to Serbia. The program combines financial support with mentoring and expert guidance to strengthen project implementation and deepen grassroots civic involvement.

The program empowers local citizens and community groups in Serbia to actively participate in public life and community development. It strengthens grassroots democracy and civic activism, helping initiatives align with both local needs and European values. Funding Size

• Maximum grant amount: 235 000 RSD per project
• Co‑financing is not required; groups receive full funding support
• 80 projects are supported in total
• Each selected project runs for four months between March 1 and June 30, 2026.
• Selected groups receive mentoring and expert guidance alongside financial support

Who Can Apply For the Informal Groups Support Program 2026

Eligible applicants:

Informal groups of citizens, meaning groups not formally registered as organisations

Registration Requirements :

• A minimum of three citizens of the Republic of Serbia per group, all residing in Serbia
• At least one group member must be a legal adult qualified to sign contracts
• No prior experience is required; all groups formed around a local problem can apply.

This program is designed for residents of the Republic of Serbia.

• Human rights protection and promotion
• Gender equality and non‑discrimination
• Environmental protection and climate action
•  Media literacy and public awareness
•  Activities that improve community engagement and public participation
