About the Texas Water Supply and Infrastructure Grants
Administered by the Texas Water Development Board (TWDB), the WSIG represents the largest single state-level water infrastructure grant opportunity in Texas history, with $1.038 billion appropriated from the general revenue fund. Because the legislation specifies grants and not loans, all awards are provided at 100 percent grant funding with no repayment required.

Who Can Apply
- Cities, counties, and other governmental political subdivisions of the State of Texas
- Municipal utility districts, river authorities, and other public water entities
- Water supply corporations (WSCs), investor-owned utilities, and private entities are not eligible due to Texas Constitutional restrictions on the grant of public funds to private individuals or entities

Application Process
Applications must be submitted using the WSIG-specific application materials published on the TWDB website. Standard TWDB forms and templates do not apply to this opportunity. Completed applications are submitted by the deadline and reviewed against published prioritisation criteria. Two webinars covering the application submission process were held in April and May 2026 to assist prospective applicants.

Key Dates
- Application deadline: July 30, 2026, at 11:59 p.m. CST
- All funding must be committed and closed: by August 1, 2027
- TWDB will have no further WSIG grant funds available after the appropriation is fully distributed
Selection Notes
- Projects are rated and prioritised using published scoring criteria developed by the TWDB
- Priority is given to projects addressing urgent water supply needs and those with strong alignment to the Texas State Water Plan
- Funding is not guaranteed even where eligibility criteria are met
